   The present publication contains Proceedings of the 3rd Conference of Young Scientists organized by SRC of RF - CSRI "Elektropribor", the international public organization "Academy of Navigation and Motion Control" and Saint Petersburg State Electrotechnical University.
   The Conference was held in two stages. The first stage took place on 12-14 March 2001 at the State Research Center of Russia - CSRI "Elektropribor" (St. Petersburg,), the second one - from 1 June to 30 October 2001 online at the WEB SITE of CSRI "Elektropribor"
   The edition contains the papers recommended for publication by the Organizing Committee from the results of their discussion on Internet, lectures of the leading scientists and brief articles of the conference awardees and members of the Organizing Committee about the international symposia and conferences they attended in 2001.
