You are invited to take part in the 13th Saint Petersburg International Conference on Integrated Navigation Systems to be held by the State Research Center of the Russian Federation Central Scientific and Research Institute Elektropribor on 29-31 May 2006
This annual Conference has become a traditional meeting place for the exchange of ideas between scientists and engineers involved in navigation, motion control and guidance all over the world.

The Conference languages are English and Russian. Simultaneous interpretation will be provided from English into Russian and from Russian into English.

CONFERENCE PROCEEDINGS

The Conference Proceedings (full texts of plenary papers and abstracts of poster presentations) will be published and handed to the conferees at the registration.

SCHEDULE

Each full-length paper will be allowed 20 minutes for presentation and discussion. No more than 3 minutes are allowed for presentation of a poster paper at the plenary session; the following discussion will continue at the posters.

Abstracts of 500 words in English should be sent by e-mail to the conference Program Committee (please indicate your telephone and fax numbers, e-mail and mailing addresses). 
Abstracts of less then 500 words will not be taken into consideration.

IMPORTANT DATES

Deadline for receipt of abstracts is 1 December 2005. The authors of the selected papers will be notified by 15 February 2006. Full texts of papers included into the Conference program, should be submitted by 3 April 2006
The final information about the Conference, including Preliminary Program, the Conference Registration Form, the Hotel Reservation Form, will be placed on the Internet by 15 February 2006. Applications of non-authors interested in participating in the Conference should be sent to the Organizing Committee by 1 March 2006
The price of business visa execution will increase after March 1.

CONFERENCE FEES

The conference fee of $350 paid by 3 April 2006 will increase to $400 after 3 April 2006. For students, post-graduates and non-working pensioners the conference fee is reduced to 50%, i.e. $175 and $200 correspondingly. 
The fee includes one copy of the Conference Proceedings, lunch and coffee during three days, transportation to and from the airport, daily transportation between the Conference and the hotels, an evening banquet, and a tour of Saint Petersburg.

CULTURAL PROGRAM

The conference is held during the White Nights season and opportunities will be made available for sight-seeing tour of St. Petersburg and a visit to the Hermitage. An extensive spouses program including sight-seeing tours of St. Petersburg, tours to the palaces in the suburbs of St. Petersburg and excursions to the city museums and palaces will also be offered during the Conference at extra cost.

Dear colleagues, 

The Organizing Committee of the 13th Saint Petersburg International Conference on Integrated Navigation Systems (13th ICINS 2006) invites you and your colleagues to take part in this conference. 

The Conference will be held on 29-31 May 2006 at the SRC RF - CSRI Elektropribor, 30, Malaya Posadskaya St., Saint Petersburg, Russia (the entrance from 1, Pevchesky Lane). 

By the decision of the International Program Committee the Conference program includes plenary and poster presentations. 

Presentation of papers given at the plenary session, including discussion, should be no longer than 20 min. The authors of poster papers will have no more than 3 min for a short presentation with 1 2 transparencies at the plenary session. Further discussion will continue at the posters. 

The visual aids available at the conference are:
  • a multimedia projector (to demonstrate computer data and video films in VHS format (by prior requests, PAL or SECAM));
  • a vu graph projector for A4 format transparencies.

  • The Conference languages are Russian and English. Provision will be made for simultaneous interpretation from Russian into English and from English into Russian. 

    We ask you to please fill in the ONLINE registration form not later than 21 April 2006

    The Conference fee per person is 
    $350 if it is paid by bank transfer before 3 April 2006;
    $400 if the payment is made after 3 April 2006.
    (Students, post-graduates and non-working pensioners are offered a discount of 50 per cent). 

    The Conference fee includes: participation in the Conference, one copy of the Conference Proceedings (before the Conference begins), a sight-seeing guided bus tour of the city (29 May), lunches, coffee breaks during these 3 days, transportation from/to the airport, transportation to the Conference from the hotel, and the banquet (30 May). 

    If the accompanying person is going to attend the banquet with the conference participant, the payment for the accompanying person is made by the conferee at the Registration to the CSRI Elektropribor representative. Please note, that transportation of the accompanying persons to the banquet is provided by Monomax Ltd ONLY FROM THE HOTELin which the person is accommodated and AT EXTRA COST
    Payment for the transportation is made at the Registration to the Monomax Ltd representative.

    Commission and charges of both Industry & Construction Bank and correspondent banks are paid by the conference participants

    The Conference fee will not be refunded if you inform us about your decision not to participate in the Conference after 17 May. 

    The service-agent of the CSRI Elektropribor - Monomax Ltd. company, a member of the International Congress and Convention Association (ICCA), will render the conferees the following services:
    1. reserve a hotel according to your application;
    2. prepare documents for getting Russian Tourist and Business Visas;
    3. provide transportation;
    4. propose and prepare a cultural program for conferees and accompanying persons
    Accompanying persons make payment for all the services provided by Monomax Ltd.directly to this company. 

    Conferees pay to Monomax Ltd. for the hotel reservation, Visa formalities as well as social events and transportation services which are not included in the Conference fee. 

    All conference participants and all accompanying persons must get a Russian Visa to enter the Russian Federation. It can be either a Tourist or Business Visa. Monomax Ltd. can execute any of them for you. 

    Tourist Visa formalities 

    You will be able to get an entry Tourist Visa to the Russian Federation in the Russian Embassy (Consulate) in your country on the basis of the Tourist Visa Invitation and a hotel voucher. It is the easiest and fastest way to get a Russian Visa. The Invitation and voucher will be sent to you by Monomax Ltd. together with the confirmation of the hotel reservation. 
    The invitation formalities cost 350 roubles

    Business Visa formalities 

    In order to get a Russian Business Visa, you should submit the original of the Business Visa Invitation to the Embassy/Consulate of the Russian Federation in your country. 

    To get the Business Visa Invitation, you need to send the completed form of the BUSINESS VISA INVITATION APPLICATION to Monomax Ltd.
    If this form is received before 20 March 2006, the Visa Invitation formalities will be 960 roubles including:
    - Business Visa support fee;
    - regular postal service expenses (the delivery from St. Petersburg within 14 days). 
    If you want your invitation to be posted by Express mail, please inform Monomax Ltd. Invitation and delivery of the original of the Business Visa Invitation by Express mail (regular postal service registered mail costs 60 roubles whereas DHL service mail - minimum 1900 roubles, depending on the distance). 

    Requests for Business Visa Invitations are not accepted after 20 March 2006 

    Please remember that a Visa is required for all persons who have passports. The passport must be valid at least 6 months past the date of your departure from Russia. 

    The Organizing Committee strongly recommends that you should start visa formalities in proper time according to the specified dates, as in the previous years some presentations were cancelled because the speakers had some reasons to execute Business Visa instead of the Tourist Visa and failed to get their Invitations and Visas in time. So please find out beforehand what kind of visa you need. 

    We would like to draw your attention to the fact that the prices for Monomax Ltd. services (hotel reservation, Visa formalities) are given in roubles. Payment can be made in any currency (euro/roubles/dollars) in accordance with the exchange rate of the Central Bank of Russia on the day of payment. As the costs of services may go up we recommend that you should make 100% prepayment as soon as possible. 

    As the White Nights season attracts many tourists, the city authorities and hotel administration had to set exacting requirements concerning the period of time over which the guest is going to stay at a hotel, terms of payment and cancellation of reserved hotel rooms. They guarantee your hotel accommodation in accordance with the reservation only from 27 May to 01 June 2006

    If you reserve a room in the hotel not included into the list submitted by Monomax Ltd the service-agent does not guarantee your transportation from the hotel to the Institute and to/from the banquet. 

    You will receive the Conference Proceedings, the final Conference Program and the List of additional Social Events on your arrival in St. Petersburg. 

    We ask you to please inform us by e-mail if you are not able to attend the conference but are interested in the Conference Proceedings. You will be given an opportunity to purchase the Proceedings. 

    The Conference is traditionally held in the White Nights season. The sight-seeing tour of St. Petersburg on 29 May after the evening session will allow you to see our city in its unique charm in the evening hours.

    Sights and attraction
    The Hermitage
    One of the world's greatest museums, founded in 1764 and occupying the buildings of the Winter Palace and Small, Old and New Hermitages. The museum's collection numbers more than 3 million items - paintings, graphic art, sculptures, applied art, coins, and archeological finds. The museum keeps 15 thousand paintings, 12 thousand sculptures, 600 thousand drawings and more then 4000 thousand of applied arts. Painting of such great masters as Leonard da Vinci, Titian, Raphael, Rembrandt, Rubens, Impressionists (van Gogh, Manet, Deggas, Monet, Renoir, Sezanne), Gauguin, Matiss, Picasso are in the ownership of the Hermitage. Hermitage is famous through its collection of Scythian golden articles.
    Russian Museum
    The largest museum of Russian art, opened in 1898. The museum owns the Russia bigest collection of paintings, sculptures, drawings, items of applied anf folks arts. The exibitions show ancient icons and the collections of items of the 18th-20th centuries. It contains works by great Russian artists: A.Rublev, K.Brullov, O.Kiprensky, P.Fedotov, I.Repin, I.Levitan, I.Aivazovsky and many others.
    Savior on the Blood Church (Church of the Resurrection)
    A monument of Russian architecture and decorative art of the late 19th century. The church's unique decorations, both interior and exterior, include icons and panels made from majolica and mosaic created by the leading Russian artists of last century.
    Saint Isaac's Cathedral
    One of the world's most beautiful churches. It was built between 1818 and 1858 to A.Montferrand's design and named in honor of Saint Issac of Dalmatia. The cathedral is 101.5 meters high, and there is a wonderful view over Saint Petersburg from the colonnade.
    Kazan Cathedral
    Built between 1801 and 1811 to house the miracle-working icon of Our Lady of Kazan. Regular exhibitions are held concerning Orthodox Church and ecclesiastical art.
    Summer Garden
    A masterpiece of Russian landscape art, the Summer Garden was laid out on Peter I's orders at the beginning of the 18th century. It contains 89 sculptures of Italian masters. The buildings in the garden are Peter I's Summer Palace, the Coffee House, and the Tea House.
    Alexander Nevsky Monastery
    Founded by Peter I in 1710, now it contains five churches in the monastery complex. The complex contains the city museum of decorative sculpture and the Saint Nicholas cemetery, where outstanding Saint Petersburg residents and cultural figures are buried, including Tchaikovsky, Petipa, Euler, and Dostoevsky.
    Peter and Paul Fortress
    Founded in 1703 to defend Saint Petersburg against enemy raids. The complex includes Peter and Paul Cathedral which is the city's tallest building (the height of the spire is 121.8 meters) and contains the burial vault of Peter I and other Russian emperors, Museum of the History of Saint Petersburg, the house of the "grandfather of the Russian navy", where an exact copy of Peter I's little boat is kept, and the Old Mint.
    Kunstkamera
    Russia's first museum, founded in 1714 on Peter I's order. It contains household items, works of applied art and national costumes from Siberia, Asia, Africa, and North and South America. It includes exhibits collected by well-known Russian travelers and explorers.
    Museum of Ethnography
    A unique collection which reflects the life and culture of the peoples of Russia: it consists mostly of examples of traditional costumes, embroidery, fabrics and furs. The museum's reserves contain many rarities such as icons, ritual costumes and masks.
    National Pushkin Museum
    The great Russian poet's last home, from where he set off for his fateful duel. The display includes Pushkin's personal belongings, as well as manuscripts and other documents relating to his life.
    Dostoevsky Literary and Memorial Museum
    The display is arranged in the great Russian author's flat and is devoted to his life and work.
